The Town Council may, with or without a petition, consider any proposed vacation, alteration or amendment of a recorded final subdivision plat or record of survey, any portion of a final subdivision plat or minor subdivision, or any road or lot, contained in a final subdivision plat or record of survey by following and complying with all the requirements for vacating or changing a subdivision plat, as identified at UCA § 10-9-808
