§ 151.131 STREET DESIGN.
   (A)   Street designs must conform to the adopted street plan for the area as regards alignment and right-of-way widths. The layout of proposed streets for any development must give due consideration to the extension of the street network to abutting properties, developed or undeveloped, in order to produce a safe, effective street network in conformity with the intent of the transportation and circulation element of the General Plan once development of the area has been completed. Insofar as possible, offset streets or jogs at intersections shall be avoided in order to bring about the best development for the area.
   (B)   Street right-of-way shall be as follows:
      (1)   Arterial roads: not less than 80 feet;
      (2)   Collector streets: not less than 66 feet;
      (3)   Local streets: not less than 50 feet; and
      (4)   Pedestrian walkways: not less than six feet.
   (C)   Roadway improvement widths from back of curb to back of curb shall be as follows:
      (1)   Arterial street: not less than 60 feet;
      (2)   Collectors: not less than 50 feet;
      (3)   Local streets: not less than 32 feet; and
      (4)   Pedestrian walkways: not less than three feet.
   (D)   Grades on streets shall not exceed 8%.
   (E)   Streets shall intersect each other as nearly at right angles as topography and other limiting factors of good design will permit.
   (F)   Every subdivided property shall be served from a dedicated public street.
   (G)   On arterial and collector streets, the centerline radius and curvature shall not be less than 500 feet.
   (H)   Streets shall not be designed to have one end permanently closed. No cul-da-sacs will be permitted.
   (I)   Proposed streets shall bear the number, not a name, and any existing street which it is in obvious alignment must have the same number.
   (J)   Blocks shall not be less than 495 feet in length.
   (K)   Sidewalks, curb and gutter are required on all subdivision lots developed after the passage of this chapter, unless otherwise provided for.
   (L)   Streets shall be hard surfaced from curb to curb.
