Before final acceptance of any subdivision lying within the town, the following improvements shall be constructed in accordance with the town specifications and under the inspection of the Town Engineer.
(A) Permanent markers. All subdivision boundary corners, all points tangent and street intersections shall be definitely marked with metal monuments approved by the Town Engineer.
(B) Streets. All streets shall be graded, graveled and hard-surfaced with eight inches of road base and two and one-half inches of asphalt and compacted to 95%.
(C) Curbs, cutters and sidewalks. In subdivisions in which one or more lots have frontage, along a public street, curbs, gutters and sidewalks shall be installed on both sides of all streets (except on streets bounding the subdivision, curbs, gutters and sidewalks shall be required only on the subdivision side); however, required curbs, gutters and sidewalks may be waived by the Town Council upon recommendation of the Planning Commission.
(D) Water lines and fire hydrants. In all subdivisions, a culinary water supply, water lines and fire hydrants shall be required as follows.
(1) The subdivider shall have prior approval for connections to the town system or other source, and shall make such water available to each lot within the subdivided area. Sizes of water mains shall be subject to the approval of the Town Engineer and shall be based upon fire protection requirements, but in no case shall they have a diameter of less than eight inches. Workmanship and details of construction shall be in accordance with town specifications and requirements, and with the state’s Department of Environmental Quality and the Southwest Utah Public Health Department, who shall be the town’s experts in evaluating the proposed culinary water system.
(2) Fire hydrants shall be installed at intervals within the subdivision in such a manner that no lot will be a distance greater than 250 feet from the closest hydrant, measured along the streets.
(E) Sewers. Sewer connections, subdivision sewer systems and individual sewage facilities shall be installed in accordance with specifications set by the Southwest Utah Public Health Department and the state’s Department of Environmental Quality. The subdivider may be required to install sewer mains and laterals to the property line of each lot, in accordance with requirements established by the Planning Commission, Town Council and/or the Town Engineer, so that a minimum of roadway excavation will be required to connect said subdivision to a town sewer system.
(F) Gas, electricity, telephone services and any other utility. The subdivider shall make natural gas, electricity, telephone services and any other utility available to each lot in the subdivision area. These improvements shall be completed before the streets are hard-surfaced. Installation shall be approved by the utility company providing the service and the Town Council.
