(a) All new installations of elevators, escalators, dumbwaiters, dock lifts, freight lifts, wheelchair lifts and other similar elevation lift escalation devices and their components shall pay a plan review fee and an inspection fee as set forth in section 13-1 of this code.
(b) Each such installation shall be inspected semiannually by the building commissioner or his authorized representative and semiannually pay a reinspection fee as set forth in section 13-1 of this code.
