(a) No person shall build any new building nor shall remodel any old building without first securing a work permit as herein provided for; nor shall any such person desirous of soliciting work for the pursuit of business as a building tradesman or building contractor, where work is to be performed outside of the home, within the corporate limits of the village do so without securing such work permit.
(b) Application for a work permit shall be made with the building commissioner who shall issue such work permit upon receipt of the appropriate insurance documentation, proper licenses, and a payment as set forth in section 13-1 of this code, which shall not be refundable.
(c) Any person securing such a work permit shall keep such permit on his person or in their vehicle before any work is started.
(d) All work permits issued by the village shall expire one year from date of issue.
