(a) Title: This division shall be known and may be cited as the BUILDING CODE OF THE VILLAGE.
(b) Building Officers: The title "building officers" when used in this division shall mean the building commissioner, the chief of police, the fire chief, the health officer and all inspectors and assistants, as provided herein or by the board of trustees. All such inspectors and assistants are under the jurisdiction of and subject to the control of the building commissioner.
(c) Right To Enter Premises: Building officers and their duly authorized inspectors are hereby empowered, during reasonable hours, to lawfully enter upon any premises or into any building or structure or portion thereof, whether completed or in the process of construction, alteration or repair, when necessary to do so in performance of any duty imposed upon them by the laws of the village or the provisions of the zoning chapter1, or any order or resolution of the board of trustees. It is hereby made unlawful for any person to hinder or prevent, or attempt to hinder or prevent, any such building officers or their duly authorized inspectors from performing their respective duties. Any person hindering or attempting to hinder, resisting or attempting to resist, any building officer in the performance of duty, shall be charged with resisting an officer. The person convicted of such offense shall be subject to the general penalty provided for violations of this code.
(d) Definitions: Words and terms used in this division, not otherwise defined, shall have the meanings defined in the zoning chapter.
(e) Adoption Of Building Codes: The following codes are hereby adopted and incorporated into this division as though fully set forth herein, and all such rules and regulations shall apply to all buildings, structures and appurtenances in the village:
(1) The 2012 International Building Code, with the exception of the International Fire Code provisions contained therein.
(2) The 2012 International Residential Building Code, with the exception of the International Fire Code provisions contained therein.
(3) The 2013 Electrical Code of the City of Chicago.
(4) The 2014 Illinois Plumbing Code, with the exception of local code for allowable materials.
(5) The 2012 National Fire Protection Association (NFPA) Fire Prevention and Life Safety Code.
(6) The 2012 International Property Maintenance Code.
(7) The rules, regulations and recommendations of the office of the Illinois State Fire Marshal.
(8) The 2012 International Existing Building Code.
(9) The 2012 International Mechanical Code.
(10) The 2012 International Energy Code.
(11) The 2012 International Fuel Gas Code.
(12) The 2012 International Swimming Pool and Spa Code.
(f) Conflicting Provisions: If there is any conflict in the codes adopted in this section and other village ordinance provisions, the more restrictive provision shall apply.
