The village hereby imposes a monthly fee as set forth in section 13-1 of this code for garbage collection. A late charge as set forth in section 13-1 of this code is hereby imposed on all accounts which fail to pay the garbage bill by the twentieth day of the billing month. Thereafter all past due accounts shall incur a bimonthly interest charge as set forth in section 13-1 of this code on all amounts past due and owing. Said rate shall be increased in accordance to costs of operation upon an ordinance approved by a majority of the board of trustees with the increase rates posted at the village of Justice clerk's office and with a revised schedule sent to each customer upon the next available account billing period.
