All public improvements shall be subject to inspection by the village during the course of construction and at the time of completion. The developer shall bear the expense associated with any such inspection in accordance with fee structure established in section 13-1 of this code. In the event access is denied to the village for an inspection, a stop-work order will be issued, and no further construction or work attending the development shall commence until such time as the inspection is allowed.
