The plumbing inspector or his authorized designee shall issue a plumbing permit upon such application in all cases where the proposed installation or alteration as described in such application is found in conformity with this code. The minimum plumbing permit shall be as set forth in section 13-1 of this code. The following plumbing permit fees shall be paid to the village before any plumbing work is started:
New work, shall be as set forth in section 13-1 of this code per fixture.
Remodeling or alteration, shall be as set forth in section 13-1 of this code per fixture.
