The chief of the fire department of the village shall have the right to enter any building or premises situated within the village and used or occupied by any cleaning and dyeing establishment, cleaning plant or retail outlet in order to examine same and to determine whether or not such building and premises, or any material, article or fabric drycleaned, dyed, spotted or finished as received, used, kept, maintained or stored in such building or premises, conforms to the fire hazard regulations within the village.
