Sec. 3-131. Penalty:

Any person violating any provision of this division shall be fined not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00). A separate and distinct offense shall be held to have been committed each day any person continues to violate any of the provisions hereof.
