Special events may include certain amenities including, but not limited to, beer gardens and liquor consumption; booths, canopies, tents, outdoor stages, and platforms; carnival games and amusement rides; electrical generation; fireworks exhibitions; garbage dumpsters; parking; provisions for providing potable water, portable toilets and hand wash stations; security; signage; street closures; and temporary food service establishments.
(a) Amenities Subject To Special Licensing And Permits:
(1) Beer gardens and liquor consumption at special events require a special event liquor license from the liquor commissioner prior to any event taking place.
(2) Carnival games and amusement rides are subject to Illinois Department of Labor, Carnival and Amusement Rides Safety Act, 430 ILCS 85/2-2, Title 56 Illinois Administrative Code, Section 6000. Said rides require a special village permit, which application shall be accompanied with a copy of the vendor’s contract, certificate of insurance, and inspection certification from the Illinois Department of Labor. Fees shall be as set forth in section 13-1 of this code and shall be paid by the special event operator.
(3) Fireworks exhibitions may only be held upon issuance of a license by the village board. Such exhibitions shall only be given subject to the supervision of the fire chief having jurisdiction, or of some person designated by him or her, in accordance with section 4-119 of this code. Fees shall be as set forth in section 13-1 of this code and shall be paid by the special event operator.
(4) Parades and street closures require a special permit issued by resolution of the board of trustees. Any parades or street/lane closures upon a street or road under the jurisdiction of the State of Illinois shall have a permit issued by the Illinois Department of Transportation. Any parades or street/lane closures upon a street or road under the jurisdiction of Cook County shall have a permit issued by the Cook County Department of Highways. Any parades or street/lane closures upon a street or road under the jurisdiction of the village of Justice shall have a permit issued by the village board of trustees. A copy of the parade permit application and street closure and detour route will be attached to the special event application. Fees shall be as set forth in section 13-1 of this code and shall be paid by the special event operator.
(5) Event signage, also known as temporary signs under section 8-171 of this code, may only be posted on private property unless authorized by the village board of trustees. Temporary signs include signs which contain information, which is not of a permanent nature. Such signs include, but are not limited to, political signs, garage sale signs, real estate signs, portable signs, and banner signs. Temporary signs may not be posted at any time on the state or county rights-of-way, including Archer Road, 79th Street, 87th Street, 88th Avenue, and Roberts Road within the village of Justice. All signs posted without a permit will be removed without notice by the village of Justice code enforcement department. A permit is required for all special event portable signs, unless waived by the village president. Permit fees are set forth in section 13-1 of this code and shall be paid by the special event operator. All special event signage will be removed within two (2) days of the end of the special event by the event operator.
(6) Temporary food service establishments shall be licensed in accordance with section 5-61 through 5-63 of this code. A complete application shall be submitted for each food vendor associated with the event along with the special event application.
