Sec. 3-63.  Inspection Fees:
   (a)   New Licenses: The fees to be charged for inspections for each building department agent, fire inspector, and if food is sold on the premises, the health officer shall be at the rates prescribed in the schedule set forth in section 13-1, “Rates and Fees”, of this code for each inspection and an administration fee as set forth in section 13-1, “Rates and Fees”. This fee is non-refundable and will not be returned if the application for license is not approved or if withdrawn by the applicant.
   (b)   Existing Businesses: Before the renewal of any business license, all premises shall be re-inspected by building department agents as deemed necessary by the building commissioner. The Fire Inspector shall also make an annual inspection. In addition, if food is sold on the premises, the health officer shall also make an inspection. Inspection fees, and any necessary re-inspection fees, shall be at a rate prescribed in the schedule set forth in section 13-1, “Rates and Fees”, of this code. All business license applications shall be accompanied by the inspection fee plus the license fee as listed in this code, prior to approval by the village board.
   (c)   Additional Inspections: If additional inspections are required, the municipal services administrator shall collect such amounts from the applicant prior to the issuance of the business license.
   (d)   Penalty: Any person who requires a village registration license and is delinquent in paying the yearly inspection fees shall be charged a penalty in the amount prescribed in the schedule set forth in section 13-1, “Rates and Fees”, of this code for each month such inspection fees remain unpaid.
