The intent and purpose of this article is to promote and to protect the public health, safety, comfort, convenience and the general welfare of the people; to protect the village from the harmful effects of airborne pollutants; to ensure high standards of light and air in areas where people live and work; to maintain and improve accepted air pollution control practices; to control emissions from all potential hazards or nuisances.
