A license shall be required to operate taxicabs or other public vehicles to occupy cabstands and to pick up and discharge passengers within the village. It shall be unlawful to operate a public vehicle as aforesaid without a license. The term “public vehicle” when used in this chapter shall be construed to include and to mean any taxicab, bus, automobile or other similar vehicle used in the business of carrying persons for hire upon the public streets of the village. Any vehicle to be licensed hereunder must be equipped with a meter in good working order to record the amount to be charged on each trip, which amount shall be shown in figures visible to the passenger.
