(A) No person shall cut or alter any street or alley in the city to construct any ditch, sanitary sewer, storm sewer, or drain, without first obtaining a permit to do so from the Clerk-Treasurer.
(B) Each applicant for a street cut permit may be required to file a bond with the Clerk-Treasurer in an amount and with terms deemed acceptable by that officer, to insure that the street shall be returned to as good a condition as it was prior to the street cut.
