§ 70.03 OPERATION OF VEHICLES.
   (A)   Stop when traffic is obstructed. No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.
   (B)   Crossing of marked traffic lanes. Where traffic lanes have been marked, it shall be unlawful for the operator of any vehicle to fail or refuse to keep such vehicle within the boundaries of any such lane except when lawfully passing another vehicle or preparatory to making a lawful turning movement.
   (C)   Turning at intersection. The driver of vehicle intending to turn at an intersection shall do as follows:
      (1)   Right turns. Both the approach for a right turn and a right turn shall be made as close as practicable to the right-hand curb or edge of the roadway.
      (2)   Left turns on two-way roadway.
         (a)   At any intersection where traffic is permitted to move in both directions on each roadway entering the intersection, an approach for a left turn shall be made in that portion of the right half of the roadway nearest the center line thereof and by passing to the right of such center line where it enters the intersection and after entering the intersection to the right of the center line of the roadway being entered.
         (b)   Whenever practicable the left turn shall be made in that portion of the intersection to the left of the center of the intersection, where both streets are one-way.
      (3)   Left turns on other than two-way roadways. At any intersection where traffic is restricted to one direction on one or more of the roadways, the driver of a vehicle intending to turn left at any such intersection shall approach the intersection in the extreme left-handed lane lawfully available to traffic moving in the direction of travel of such vehicle, and after entering the intersection the left turn shall be made so as to leave the intersection, as nearly as practicable, in the left-hand lane lawfully available to traffic moving in such direction on the roadway being entered.
      (4)   Pedestrians and motor vehicles to obey railroad signals. It shall be unlawful for any pedestrian or operator of any vehicle to enter on or attempt to cross railroad tracks at any intersection without first stopping when there are automatic red signal lights flashing and in operation or if such has gates until gates have raised.
      (5)   Prohibition.
         (a)   It is unlawful and a violation of this section to use, operate, or ride upon a skateboard, roller skates, in-line skates, coaster, or scooters both motorized and non-motorized in the following areas of the city:
            1.   City sidewalks rendered impassable by damage;
            2.   Water Street;
            3.   West Sixth Street;
            4.   Main Street;
            5.   Muncie Pike;
            6.   Pearl Street, except while crossing the street on a crosswalk. When so crossing, such person shall be granted all of the rights and be subject to all of the duties applicable to pedestrians.
         (b)   No motorized vehicles or scooters may be used on any city sidewalks.
