§ 53.99 PENALTY.
   (A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
   (B)   Any resident outside the city who has collection for pick up and/or bring it into the city for pick up shall pay a penalty or $100 each time paid to the Clerk Treasurer.
