(A) In the event that the owner of a residential dwelling unit and/or the occupant thereof fails and/or refuses or neglects to pay the monthly charge or any part thereof for the sanitation services rendered as hereinable described for a dwelling unit or any part thereof, said charge or charges shall be an obligation of the owner and the occupant of said dwelling unit.
(B) If the owner and/or occupant does not pay the monthly charge or any part thereof within 30 days after it is due, the amount of the unpaid monthly charge, together with the penalty of 10% and reasonable attorney’s fees, shall be recovered by the city in accordance with I.C. 36-9-30-21.
