§ 53.03 MONTHLY CHARGE FOR SERVICES.
   (A)   Effective after July 1, 2016, a charge of $10.50 per dwelling unit per month shall be made for the services of the collection, transporting, hauling, processing, treating, and disposing of garbage and trash within the city limits, and in accordance with any and all rules and regulations at any time established by the Common Council and further in accordance with any and all contracts entered into for said services by the city, and any and all charges to be made upon every dwelling unit within the city limits.
   (B)   (1)   All residents within the city shall pay a mandatory fee for collection of weekly trash collection, even if trash collection is not used. Such billing shall be billed on a monthly utility bill, with a 10% penalty to be assessed if the fee has not been paid by the due date. Such billing shall follow the utility billing procedures based upon I.C. 36-9-23-1. Fees for collection is due on the fifteenth day of every month.
      (2)   All residents shall be charged the required fee where being used or not. However, one container must be available at such residence for collection of trash and charge shall apply whether used or not at the property. The city is applying Home Rule that the one service company that the city hires shall be the one used by all city residents.
      (3)   Residents outside the city may request city trash pick up if the resident has one of the city utilities cost shall reflect as stated in an ordinance. If costs change, those outside the city needs to be informed.
