§ 52.40 SERVICE CHARGE.
   (A)   When an applicant for water service that needs to be connected to a water main, such applicant shall pay to the utility a service charge as established by the Board of Public Works and Safety, under § 52.38 and tap fee under such ordinance.
   (B)   Modifications/alterations/unauthorized operation of a valve, anyone who operates of attempts to operate lines, meter pits, meter pit lids, and the like in a manner which is not consistent with the rules and regulations shall be subject to a fine as stated in the rate ordinance. The utility reserves the right to turn off the water service to the property for failure to pay such fine. Such fine may be appealed to the Board of Public Works and Safety. In addition, there shall be a $50 fee each time a notice (legal or clerical) must be sent regarding the incident(s). This fee can be appealed to the Board of Public Works and Safety.
