(A) Any differences that may arise between users and officials of the sewage works that cannot be resolved at that level may be appealed to the Common Council.
(B) This shall not prevent the city, at any time, from taking legal action needed to enforce its ordinance or apply to the circuit or superior courts to compel a connection, as set forth in § 51.999, or delay the city in taking such action immediately after the 90-day notice period has elapsed under § 51.015(H).
