§ 51.072 WRITTEN CONTRACT.
   No promises, agreements, or representations by any agent of the Sewer Department shall be binding upon the Sewer Department unless they have been incorporated in written contact signed and approved by an agent of the Sewer Department authorized to sign such contact on behalf of the Sewer Department.
