(A) The city shall collect charges for the use and services rendered by the sewage works to each lot, parcel of real estate, or building that is connected to the city sanitary system or otherwise discharges sanitary sewage, industrial wastes, water, or other liquids, directly or indirectly, into the city sanitary sewerage system. The rates and charges shall include user charges, debt service costs, excessive strength surcharges, and other service charges. The rates and charges shall be payable as set forth in this section and shall be in amounts determined as follows.
(B) The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to those rates and charges, as determined by equivalent single-family dwelling units. Sewage service bills shall be rendered once each month, or for a period equaling a month. The schedule on which those rates and charges shall be determined shall be:
(1) All Class I Users. Class 1 users shall be charged at the discretion of the Common Council; the rates below are subject to change.

(2) Unmetered users. For users of the sewage works that are unmetered water users or if accurate meter readings are not available, the monthly charge shall be determined by equivalent single-family dwelling units, except as herein provided. Sewage service bills shall be rendered once each month, or for a period equaling a month. The schedule on which the rates and charges shall be determined is as follows:

(3) White Oaks Mobile Home Park rates. The White Oaks Mobile Home Park shall be charged sewage rates according to the following schedule:
Treatment rate per 1,000 gallons of usage per month: $9.65.
(4) City subject to rates. The city shall be subject to the rates and charges set forth in this section, or to charges and rates established in harmony with it.
(5) Cost recovery. To recover the cost of monitoring industrial wastes, the city shall charge the user not less than $50 per sample or cost thereof. This charge shall be reviewed on the same basis as all other rates and charges in this section.
