No person may for a consideration install, alter or restore any insulation or other materials or energy utilization equipment designed or intended to meet the state building code requirements for insulation and energy utilization without first securing a permit from the insulation inspector for each item of work. There shall be a permit fee, in an amount set from time to time by the board of commissioners and contained in the schedule of fees and charges on file in the county clerk's office, for each permit issued.
