Sec. 5-33. - Existing owner-occupied dwellings.
   Any dwelling unit occupied by the owner of the property on June 11, 2001, shall not be subject to these regulations, except elderly or disabled owner-occupants who have been declared mentally incompetent to handle their business affairs or who have voluntary given a power of attorney to someone to represent them in such matters. For those dwelling units, the county would only inspect and enforce this article if they were contacted to inspect for the safety and protection of the elderly or disabled owner-occupant or to enable them to receive financial assistance in rehabbing their home. When ownership of a dwelling or property is transferred after June 11, 2001, that dwelling is then subject to the provisions of this section.
