(a) In order to protect the health, safety and general welfare of the residents of the county as authorized by G.S. art. 18, ch. 152A, it is the purpose of this article to establish minimum standards of habitation and property maintenance.
(b) Nothing in this article shall be construed to affect bona fide farm structures including permitted migrant labor housing facilities.
