It shall be unlawful for any person to connect to or discharge to the POTW without first obtaining the permission of the county, including where the discharge point is proposed to be connected to a portion of a collection system owned by other municipalities where those collection systems discharge to collection systems owned by the county. When requested by the director, a user must submit information on the nature and characteristics of its wastewater within 30 days of the request. The director is authorized to prepare a form for this purpose and may periodically require users to update this information.
