(a) Upon completion of construction or alteration of the distribution and/or collection system the applicant shall submit certification, which shall bear the seal of a registered professional engineer licensed to practice in the state, that construction is completed in substantial accordance with approved plans. Certification shall be based upon adequate observations made by the engineer or a supervised employee.
(b) Both the distribution and collection system of any private development will be 100 percent completed, tested, sterilized and approved for use before any connection to the county systems will be performed.
