The county permitting program, as set forth in this chapter, has been established pursuant to authority contained in G.S. 130A-317 and 143-215.1(f) and rules promulgated thereunder. Amendments to G.S. 130A-317 and 143-215.1(f) and rules promulgated thereunder that affect the county permitting program shall be incorporated into the county permitting program within 60 days of the effective date of such amendments, or as otherwise required by law.
