(a) There is imposed a "911" fee or charge, in an amount set from time to time by the board of commissioners and contained in the schedule of fees and charges on file in the county clerk's office, per month for each exchange access facility, as that term is defined by G.S. 62A-3(4). The fee or charge shall be charged to each telephone subscriber served by the county enhanced "911" telephone system.
(b) Every service provider, as that term is defined in G.S. 62A-3(8), providing enhanced "911" services as a part of the county system shall include the fee in the monthly bill of each telephone subscriber pursuant to the provisions of G.S. 62A-5.
