The intent and purpose of this article is to provide for the protection of the public health, welfare and safety of those persons in attendance at mass gatherings, and of those persons who reside nearby or are located in proximity to the sites of mass gatherings or are directly affected thereby. This article is pursuant to G.S. 153A-121 and 130A-251 et seq.
