Any county personnel, or contractors for the county, shall be permitted to enter upon public or private property for the purposes of inspection, sampling, monitoring, testing or otherwise verifying compliance. Should the county personnel, or contractor for the county, be denied reasonable access to any property, the stormwater administrator shall obtain an administrative search warrant. No person shall obstruct, hamper or interfere with any such representative while carrying out his official duties.
