It is unlawful for any person, firm or corporation, either as owner, principal, agent, employee, lessee or licensee, to operate or permit to be operated any taxicab in the city, unless a license has been issued by the City Clerk for the operation of said taxicab and a license is in full force and effect during the whole time said taxicab is in operation.
