No person holding a license under the provisions of this subchapter shall suffer or permit any minor under the age of 16 years to be in, frequent or loiter about the premises so occupied by him or her, or to play at any game played therein, nor shall sell, barter, exchange or give away any intoxicating liquor, nor shall suffer or permit any betting, gaming, riotous or disorderly conduct upon the premises occupied by him or her.
