(A) A debt service charge of $4.60 per user per month, to each user of wastewater facility of the city is hereby established.
(B) A capital improvement charge will be levied on all users as a charge of $0 per 1,000 gallons, or a fixed charge of $0 per month, to provide funds for extension, improvement of reconstruction of the sewage treatment works.
