Failure to comply with this capping requirement shall in addition to all code violation fines and other fees make the person or firm doing the demolition and the owner of the premises liable for all costs and expenses in correcting the noncompliance. The cost and expense incurred by or in behalf of the city shall also constitute a lien in favor of the city and against the real estate involved.
