The person or firm doing the demolition, wrecking or tearing down and the owner(s) of the premises, on the date demolition is commenced, shall properly cap and secure the water line and the sewer line so as to avoid any leakage, and shall also put in place at the point of capping a permanent identifying marker which shall be and remain visible and which shall not be a hazard to public safety.
