The owner(s), owner’s agent or contractor, at least five days prior to the demolition, wrecking or tearing down of any building or structure serviced by a water line or a sewer line of the City Municipal Water Department or Sewer Department, shall first apply for, obtain and sign a “capping permit” from, and signed by, the City Clerk. The permit shall be kept at the demolition site in the possession of the person or firm doing the demolition and shall be displayed to city personnel on request.
