(A) The city reserves the right to have its City Council decide all questions or disputes which may arise between the city and any customer and to have the City Council interpret the meaning of all of the provisions of this chapter.
(B) The decision of the City Council shall be final and binding upon the city and customer, and the provisions of the section shall become a part of every contract for utilities between the city and all customers.
