An applicant desiring a water service connection with the city waterworks system shall file a written application at the City Hall, signed by the owner of the property for which the tap or service connection is desired, or by the duly authorized agent of such owner. The application shall be accompanied by payment of the fee prescribed in § 54.15 to cover the cost of such service connection. In the event the application is made by an agent for the owner, then the application shall also be accompanied by the written authority of the owner to the agent for the making of the application. As soon as possible thereafter, the Superintendent shall authorize a service tap connection to be made and a service line laid to the lot line of the applicant’s property.
