§ 52.08 UTILITY DEPOSITS.
   (A)   Residential. When any application is made for utility services in accordance with the provisions of this title, the applicant for whom such service is required and who (inside city/outside city) does not own the property to be served shall pay a deposit with the application in the amount as follows:

   (B)   Commercial.
      (1)   When any application is made for utility services by a commercial or industrial user in accordance with the provisions of division (A) above, the applicant shall pay a deposit with the application in the amount of $150 for water and sewer service.
      (2)   Where the amount of the deposit provided for above is not sufficient to adequately protect the Water and Sewer Department, a greater amount than stated above may be required, based upon the consumer's estimated bill for a customary billing period.
   (C)   Security for payment; no interest. The deposits made under the provisions of this title shall be held by the city as security for the payment of utilities used by the applicant upon the premises to which his or her application pertains and may be so applied when default is made in the payment in the utilities bill in accordance with this title. The depositor shall be refunded with no interest if the service is being terminated and all bills have been paid when due.
