The Public Safety Director shall be appointed and/or removed by the Mayor with the advice and consent of the City Council. If the Public Safety Director is appointed from one of the police or fire ranks, he or she shall be an exempt rank and he or she shall retain his or her permanent civil service rank in effect at the time of his or her appointment. All other appointments not otherwise provided for by this code shall be made by the Merit Board as provided by law.
