A sufficient number of patrol officers shall be appointed by the Board of Police and Fire Commissioners to serve for one year or until his or her successor is appointed and qualified. A police officer may be appointed to office by the Board of Police and Fire Commissioners if he or she meets the necessary qualifications, notwithstanding the fact that the police officer is not a resident of the city when appointed or when he or she is to serve as such an official.
