Any person found to be violating any provisions of this chapter, wastewater permit or any order issued hereunder, shall be served by the JSEWD with written notice pursuant to § 51.30 herein, unless expressly not required herein, stating the nature of the violations and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in the notice, permanently cease all violations. Within 10 days of the receipt date of this notice, an explanation of the violation and a plan for the satisfactory correction and prevention thereof within a specified period of time, to include specific required actions, shall be submitted to the JSEWD. Submission of this plan in no way relieves the offender of potential liability for any violation occurring before or after receipt of the notice of violation.
