No license required by this chapter shall be issued to any person, or association of persons, who is, or are, not a resident or residents of this City prior to the time of making application therefor, or to any corporate entity which does not have its registered office to do business in this City prior to the time of making application therefor, or who is, or are, not eligible for a State retail dealer's license as provided by State law. If the applicant is a partnership or association, all the members of the applicant shall possess the same qualifications as are required of an individual applicant. If the applicant is a corporation, all the members and stockholders of the applicant shall possess the same qualifications as are required of an individual applicant except residency.
