Each license issued pursuant to this chapter shall be subject to all provisions of this code or other ordinances relating to the license which may be in force at the time of the issuance thereof, or which may be subsequently adopted by the city council; or if a person licensed shall violate any provision of this code or any other ordinance in relation to the license, the person may be proceeded against for any fine or penalty imposed thereby, and the license may be revoked or forfeited, in the discretion of the city council, or of the court or judge before whom any action may be brought for the recovery of any fine or penalty.
