No license issued pursuant to this chapter shall be assignable or transferable, nor shall any person be authorized to do business or act under the license except the person to whom it is granted, or in any other place than the place specified therein, without the consent of the city council, to be certified on the license by the city clerk; nor shall any license issued pursuant to this chapter authorize any person to act under said license at more than one place at the same time, nor at any other time than as therein specified. Whoever shall violate any of the provisions of this section shall be deemed to be acting without a license. (1996 Code § 16-24)
