Any person desiring a license required by this code or other ordinances of the city for any purpose, except when otherwise expressly provided, shall make a written application to the mayor therefor, stating the purpose for which the license is desired, for what length of time, the place where the business is to be carried on and, if required by this code or other ordinance, shall file a bond before being licensed, naming the proposed sureties on the bond in the application. If the mayor shall approve the application, the mayor shall endorse the same thereon, together with the amount of the license fee, and upon filing of the application with the city clerk, together with the bond approved by the mayor and the payment of the amount specified, the city clerk shall issue to such applicant a license for the purpose and time specified.
