4-1-2: RECEIPT OF APPLICATION AND ISSUANCE OF LICENSE BY MAYOR; REFERRAL TO COUNCIL:

The mayor shall receive applications for licenses and grant the licenses in all cases where it is not otherwise expressly provided, upon the terms and conditions specified by this code or other city ordinances. However, if the mayor shall not feel that the mayor is authorized to grant any license for any purpose, the mayor may report the application to the next meeting of the city council for its action and instructions thereon, and the mayor shall conform to such instructions when given. (1996 Code § 16-18)
